The problem is that the vast, vast majority of little girls will eventually want it done, and they will want it done at an age where responsibility is still a bit of a pipe dream. It's a social norm as far as I'm concerned, and not something warranting consent. If it's a crime, it's a victimless one; it's not like removing them leaves horrible scars, just little tiiiiny dimples.
My dad made me wait until I was 10, and I was the last girl in my grade to get mine done. I was already a social pariah at that age, though, so this was really just one more drop in the bucket. Still, I remember the other girls bugging me about it, and it's not like I needed more stress on my little plate.
