That explains a thing or two. Due to Japanese law, all gas taxes collected must go to roads and road maintenance, which is actually exceeding what they actually need by a good amount, so outlandish amounts of money are spent on anything road related, as they must have the money spent fully on a yearly basis.

That makes a lot of sense. I used to live in Japan, and road conditions (even in very rural or mountainous areas) were spectacular. If a tiny scratch appeared on the pavement, a road crew would arrive the same night to fix it.

Oh B.S. Most of the roads are pretty good, and Tokyo especially has smooth surfaces, but up in the mountains there are plenty of bumpy, ridged and rutted roads. I used to drive up in the mountains in Kyushu daily and have driven in most regions of the country. The only time I saw road crews was when they were installing cat's eyes to fuck with the canyon racers.

This is a classic government spending issue. The problem is this: If they send the surplus to a different area, then when the next budget comes around people are going to say "hey, you had a surplus of money that you gave up, so obviously we're giving you too much" and they'll get less. Nobody wants to get less money because of how hard it is to get more when you actually need it, and so that's why you always have these huge government spending sprees every June as agencies try to spend every last penny before the fiscal year ends. Easier to repeatedly spend excess than to get a budget cut and have to beg for money later. It's both ridiculous and inevitable with the way the system is structured.

That isn't just a government issue. A lot of big corporations find themselves with the same fate. Marketing budgets for instance. A lot of companies are known for their fiscal year ad-extravaganzas.

It makes it so they aren't raising gas prices so that there is a surplus for other things. It's like when you vote in a quarter of a cent of sales tax for a specific purpose then it just magically sticks around and goes to something else. In a stable reasonable economy this is how everything should work, (not the US) except that when there is a surplus it should be accounted and then taxes lowered.

About 10 or 15 years ago in Atlanta there was a big argument on whether or not to extend a highway further into the city (Georgia 400 for those familiar with Atlanta). It was agreed that the highway would be extended and paid for with a toll to be removed upon full payment of the bonds in 2011. The road was a success and the bonds are to be paid off on time. But the politicians of Georgia (republicans and dems) just couldn't bear to be without their golden goose. This is so slick... The original agreement said that the tolls had to be lifted upon payment of the bonds. So the politicians said ok, we'll lift them. FOR A FEW HOURS!!!! And then we'll re-instate them for a whole new round of spending that may or may not be needed, but we don't really have a choice in the matter now. It's a fait accompli. No, because then other things will come to rely on the gas tax. As more things come to rely on it for funding, the gas tax gets raised more and more to meet those demands. Then it becomes near impossible up ever to lower it.

Where I am from, we don't get snow that crazy but the snow does pile very high and in the city this needs to be removed before the next big snow otherwise there wont be anyplace to blow the snow. We have a huge blower 2 stage with twin augers. I think it must be about 8x4, hmm actually it is bigger but anyway it is connected to a loader so instead of the bucket it has this blower and the blower itself has its own diesel power plant. Then the shoot can be directed back down and is shot into a large twin axle truck.

I could easily see this configuration clear that road. I will see if I can get a picture example.

edit: This is almost exactly what I was talking about. and the best part is that you can lift the blower up high as well down low.

This gave me an idea for a movie.

A young Japanese couple and a third wheel (who was recently dumped, and thus through pity, was invited) are on their way to a small vacation cabin to spend a quiet weekend self reflecting, getting drunk and skiing on the mountains in the Toyama prefecture. As they drive through these corridors of ice, they remark how amazing it is.

They get to the cabin, spend a mostly uneventful weekend except for the fact that the third wheel wasn't dumped, it is revealed that she was the one who did the dumping to get closer to the male lead. Her best friends boyfriend whom she secretly obsesses over. He shrugs it off and mostly ignores it (doesn't tell his GF) and they start their journey home.

The moment they start heading home, the realization that this weekend of closeness to her love is about to end takes its toll. She gets extremely agitated and violent. As they drive back through the corridor, she jumps up from the back seat, grabs the steering wheel and smashes the car into the side of the snow wall. This causes a mountain of snow to pile down onto the car. Everything goes black.

After a few minutes, our characters start to regain consciousness. There is a very subtle ambient deep blue light. Just enough to see. They're not very deep, but deep enough that an escape is impossible without assistance from outside. For 25 minutes or so, they all forget the events that just happened and all cooperate in trying to escape. Or so it seems. The crazy third wheel secretly subverts every attempt they make to escape. There are one or two times where an escape was possible, but the third wheel made sure it was not successful. During the final desperate attempt to escape, the male lead's girlfriend turns into a tentacled abomination and rapes and kills everyone. Not necessarily in that order. Roll credits. Directed by Takeshi Miike.

There's probably more air than you'd think. I'm told you can survive an hour and a half in a coffin, and there's got to be more than three times the volume of air in a car than a coffin. Although it it's one of those tint Japanese ones, then maybe not.

tl;dr A car is bigger than a coffin, but they'll still use it as one eventually.

Not sure what this road is, but Trail Ridge Road in Colorado peaks at 12,000 feet(highest contiguous road in N. America), and it gets to look a lot like this.

While the Tateyama Kurobe road is amazing, none of you have this right. This picture is the Hakkoda Golden line in Aomori Prefecture. If you follow the article linked by OP to the ORIGINAL blog post on mihai-japan, you would find this out. Hakkoda is an amazing mountain, an enormous gondola, 2 main runs (1 3.5km long, 1 5 km long!!!!) EDIT: A quick google for hakkoda golden line gives http://www.flickr.com/photos/mihai-apostu/3325145671/ posted on the original blogger's flickr..

My dad, one of my brothers, and I went snowboarding a few years back. The road up wasn't quite as impressive, but it had some respectable sheer walls of ice on either side of the road.

Good day, had some fun. We leave early because the weather was turning, but not soon enough. Visibility starts going to shit right as we get into the icy trough section. Since staying above the snowline has a pretty good chance of leaving us trapped in the car, we keep going.

It eventually gets to the point that my dad is driving on the basis of the barely visible dim glow of the taillights of whatever is in front of us (turned out to be a plow/salt truck) and which one of us in the back seat is shouting that the wall of ice is too close.
