They where probably just trying to revive the seal. Natures cruel, sometimes a seal can just explode, the bears try their best but sometimes its not enough.

They will cuddle up in mourning for the next few days then probably drop some food off for the penguins (be it 22,000 miles away).

It's the food chain. Believe it or not.. lots of animals eat others and that's pretty much why we have so many animals and why some species yield more young to compensate for these eventual short-comings. It's all good from a diversity point of view and pretty much essential to have a food chain. Otherwise it would just be a chain and no food which hurts to think about tbh.
