Water expands as it freeze and the fence have imperfect welding so there's room for the water to get in and room for the ice to get out.

Almost correct, in this case this is not caused by imperfect welding, the hole at the top there is a drain hole. But this drain hole is at the top, which is incorrect, a drain hole at the top allows the vertical pipe to fill with water (condensation form or otherwise) and ice, which then produces this extrusion effect. Drain holes should always be at the lowest point, if at all. If there were no drain holes, there is a chance that the internal condensation of the internal humidity (Steel shop environment is fairly warm) and the eventual freezing of that liquid water would cause the weld seams to burst. Usually this isn't that much of a problem for small volumes, and it causes rust bleeding over your nice rail or fence, but larger outdoor sections can have some trouble.

Source - I work in a draft office for a structural steel company and do occasional site surveys, I have seem some questionable metal...

Edit: Sorry, the hole is for the galvanizing that this rail has, without that hole, when the Galvanizing company drops that in the tank of molten zinc and random crap, the welds would burst open due to the expansion of the air trapped inside.

Probably the ice gets extruded a little bit faster at the top of the hole than the bottom of the hole, so it gives the whole thing a curved shape.

As frozen water expands, it forces other water out of the container a little at a time like a stalagmite.

I don't at all understand how someone would derive gratification from that. Stomping on frozen puddles and cracking that ice, yes, but snapping something off that is only cool because it looks so bizarre, so therefore I'm going to destroy it, is something I can't really wrap my mind around.

It's because the snapper is taking the system from a high potential to a low potential. Same with stomping ice puddles or crushing sand castles. You stare at the ice and know that, in your head, it could be broken at any time. It holds great potential to be broken, especially because it, being ice and narrow and so long, could break under it's own weight at any minute. Just thinking of all that built up potential is slightly anxious, and so, breaking it offers satisfaction.

At least that's my theory. It's similar to the "call of the void" temptation. I think it's because once you decide to break it, the choice is done and there's no more thinking about it. It's not about ruining other's enjoyment.
