Actually it is legal to view pornographic materials in public places. (In most places of the US and Canada) So long as you keep your pants on, otherwise you will be charged with public nudity.

It may be "legal" (so many other things you can be charged with, for example a young girl walks by and you expose her to it, they can make a case based off of that), almost all (If not all) libraries have policy against it which you sign saying you will not look at porn on their computers (some state their premises).

Also there are laws against public display of sexually explicit material on a state level.
