This subreddit is dedicated to ironically mimicking those who blame every problem, real or imagined, on Barack Obama. The people who do so, in my opinion, are likely to overlap with the people who freak out about government funding (no matter how small) for any art they find distasteful - or perhaps more commonly - simply don't understand and find bizarre or offensive. The gif represents the kind of art people fear (strange, basically) might result from those two things combined.

Perhaps the gif didn't perfectly suit the joke, but that was my reasoning.
