It does have feet, sorta. It's a transition species called a frog fish that has two sets of "feet". They are essentially modified fins that have five digits on them, like a human hand. But the fish mainly use jet propulsion to get around.

No jet propulsion... That's things like cephalopods. Anglers/Frogfish just walk around with their limbs, but they can swim but they don't do it often, usually only if they are chasing food.
