It's like an advanced form of Acanthosis nigricans. A common symptom of obesity/diabetes. With increased insulin resistance, the skin becomes malformed since its not...healthy basically. You see a mild form of this on a lot of obese people, it is easy to identify on the folds of the neck, armpit, etc.
