I think this is from the "Chamber of Horror" haunted house in ATL, or- some thing similar.

It's a normal haunted house, but at a certain time, it becomes an adult only attraction, and all the dicks and tits come out.

The other guy who was cut up was Bernd Brandes who volunteered to be killed, was hung upside down, pumped full of sleeping pills and schnapps , and had pieces cut off of him. When Miewes wanted to feed the man his own penis, Brandes wasn't able to because it was too "chewy". It ended up getting fried to make it easily edible but ended up being burnt and fed to Meiwes dog.

TL;DR: Meiwes founnd a man who wanted to die, killed him after trying to feed him his own penis.
