I wouldn't imagine duct tape of all things being that difficult to find in bulk, but then again I've never been in a zombie apocalypse.

Because any self-respecting home owner has at least one roll of the stuff, so you can walk into virtually any abandoned house and score a new roll.

Duct tape isn't nearly as hard to come by, as say ammunition. Even the local hardware store (let alone a Lowes) would have plentiful stock. It's also easier to get out of rope restraints, than duct tape, if someone doesn't know a proper knot that will only get tighter if wiggled.
