A guy in the US went to pay his taxes in person all in pennies. The IRS has to accept pennies because they're legal tender. What he didn't realize is that when you pay in cash you must stay and watch while they count the money in front of you - TWICE - to make sure it's accurate. So he ended up staying at the IRS office much later than expected.

According to my economics teacher, it is only legal tender up to a point. There is a maximum amount you can pay for with each denomination before it does not have to be accepted as legal tender.

Private institutions are allowed to set, at will, what denominations of currency they will accept. If you want to start a business that only takes $2 bills, that's completely legal.

Only federally backed banks (e.g. FDIC insured commercial banks) and other public institutions are required to accept all forms of legal tender.

Actually everybody is required to accept legal tender if it is payment for a debt. But they are not required to accept it up front.

So for example, if you eat a meal at a restaurant they cannot refuse to take payment in pennies (or this voids the debt) if you've already eaten. On the other hand, if you are at McDonalds they can refuse to accept payment in pennies because it is not a debt.

I tried this once. I had a bunch of jars of pennies that I kept stubbing my toe on and I figured np just roll em up and bring them to the bank. HSBC said no. I couldn't just turn them in and get money. They gave me some special bag and had me unroll them all again and pour it into the bags. And then they deposited it to my account but I couldn't actually use that money because they said I had to wait a few business days for it to ship to the Fed to get counted and verified for the actual amount because of how much there was and then the account would be corrected up or down.

I think if a business would take my pennies as payment, I would have rather just paid them with the pennies than waste my time.

I've never seen a free one in my life. With my bank, they provide rolls for free and you have to count the change yourself and roll it up. You then write your account number in the rolls and give them to the bank. They weigh them to be mostly sure the rolls are legit and give you the money. If it later turns out you had too much or too little money in the rolls they adjust that in your account balance.

Teller here. At work we get all sorts of folks bringing in coin to be counted, but since we're a small branch we don't get a coin counter (they're shockingly expensive). So about once or twice a week I get the honor of concealing a ragegasm with a polite smile while I explain to customers that we don't have a coin counter but we'd be happy to count the 70 dollars worth of pennies they just brought in.

Getting stuck between inconsiderate customers and stupid work policy makes me want to falcon punch the world.

Most countries make it illegal to pay like this. In Canada the largest amount of pennies you can legally pay with is 25.

You can legally pay with whatever you feel like offering, whether its pennies or cows. The shop can legally accept or decline anything you offer. You're referring to laws on legal tender which is used to settle debts. From the story this woman is just buying a phone so no debt is being settled.

The lines are obscured in the modern day. A great example of this is buying gas, once you have pumped the gas it cannot be returned, thus the law exists to prevent customers from trying to pay in a tender the retailer doesn't want to accept. So no, you can't pay with whatever you like.

Another similar example would be a restaurant, where the goods aren't returnable. Also; the whole "I have a right to refuse service to whomever I please" no longer truly exists, there are laws that decide how business' operate.

Yes, pumping gas and eating food at a restaurant etc are considered acceptance of the purchase with the prices listed on the pump / menu and you enter into a contract. So a debt legally exists and they're covered by legal tender laws.

I worked in a gas station years ago and many times refused people that came in with zip-lock baggies full of pennies. Mostly because they'd just drop it on the counter and say "That's $5/10/15 dollars." One time I had someone do that with all pennies for gas when they were out. They were a huge dick about it so I made them count them out twice. When they were done counting I just took the pile of pennies and weighed it to verify the amount. Like daggers their eyes were as the went outside.

In the UK any transaction can be refused.

We have a fairly unique set up for trade. Unlike most countries when a store advertises in the UK it is an offer for you to present a contract of sale.

In UK law the customer presents the contract of sale to the seller. And no one can be forced into a contract.

As long as the refusal is not on illegal grounds. Race etc, then anyone can refuse sale. even if you are buying a 10p item with pennies.

A private company in the US can demand or refuse payment in any (not illegal) form they choose. Currency as "legal tender" only means that the government guarantees to accept it as payment for taxes and fees and such and that courts will recognize it as a valid means of settling a debt. So a phone company can refuse to accept pennies to buy a phone, but they can't refuse pennies to settle a phone bill.

I live in Zwolle, The Netherlands, and we actually got our nickname because of this. A long time ago we where fighting with Kampen. We where low on money, so we tried to sell the bells of the tower to Kampen. They accepted, on the condition that they could decide how to pay.

They payed in Vierduitsstukken, copper coins worth 2,5 cents. Since we had to count all of the coins, our fingers turned blue of all the copper. That's when we got the name 'Blauwvingers', meaning Bluefingers.

When I worked at a comic shop, an annoying regular tried to do this to me for a few Heroclix booster packs (about $12-13 each). Best part was that he was snickering about it with another kid about 10 feet away from my register. He brought up his box of coins and requested the product with a shit-eating grin on his face and I told him I wasn't going to process the transaction unless he went to a bank and cashed it in for bills or quarters. The transition of that stupid fucking grin into a frown made all the shitty transactions I had at that place worthwhile.

I put the down payment on my car in $20s.

I just bought a car and had a sizeable down payment. I jokingly asked the salesman if they preferred a certified check or a big bag with a dollar sign on the side.

He laughed and highly recommended a certified check mainly for security reasons. Someone can easily snatch the money and it's gone. With a certified check only the dealership could do anything with it.

Just because pennies are legal tender doesn't mean they HAVE to be accepted, just that they CAN be. There is no Federal law that forces anyone to accept pennies or any certain form of payment. Payment can be made in any form both parties agree to be it pennies, credit cards or chickens.

It means they HAVE to be accepted as payment for a debt, without a prior agreement to the contrary. If you and I agree that I will cut your hair for 20$, but don't agree as to the form of the 20$s, I have to accept what you offer to me. I can't refuse to take 20 1$ bills and demand a 20$ bill instead. I can't even refuse to take pennies if that is what you have. Or, more accurately, I could refuse to take them, but you would not owe me anything anymore. However, if I demanded payment before cutting your hair, I could decide not to cut your hair once you started pulling out rolls of pennies and be well within my rights.

The AT&T stores where I live are basically like miniature Best Buys that only sell phones. One room with wall displays and a service counter with 3-4 guys in uniform polo shirt and khakis.

For everyone saying that you can not deny someone who is paying in coin, that is just false. I work at a cellphone store and someone tried to pay the bill with all coin and we denied them. Our deposit at the end of the day can not have more then 10 dollars in coin, so we really can not take that much coin. We told to her to go to a coin star and come back with bills.

FYI, many of us at /r/coins enjoy looking through coins like that for errors :P In fact, there's people on eBay who've made a business of selling "unsearched" coins, though those are usually for rolls of older coins.

I work at a toys r us and you often see kids with their parents paying like this. It's not that bad unless there's a line up. Which I tell them that I don't have the time to count it and say they either have to wait till it's less busy or exchange it at a bank for something easier to count.

The worst transaction of my life was in pennies. I was new at a job at a used media store. This greasy looking dude walks in and tries to sell me an old gamecube game, i buy it for 2 dollars. He gets a game off the shelf and decides he wants store credit. So I'm still doing the paper for the buy when he switches to store credit. me being a dumb ass say OK and then he pays the balance in pennies. And demands I count twice.
