Theorycraft: A small bulb would probably melt some of the ice, but since this thing is kind of solid ice, any liquids and vapours will get chilled pretty effectively so they freeze back onto the walls of the cavity.

The issue is not one of temperature directly, but rather heat transfer. It would need to be rather chilly to avoid having issues as there is a fairly significant amount of heat from a fairly bright LED (5 watts or more). For a sphere of ICE with a k value of 2.30 (this is a simplistic representation that assumes it is a uniform -10 degree C, which isn't correct), and that the outer radius is around 8cm and the inner is 2cm. I would note that this is assuming that the wind is blowing so hard that the convective heat transfer is nearly infinite so that the outer surface doesn't start melting or acting weird.

q = Delta T * 4 * pi * kriro/(ro-ri)

q * (ro-ri)/ (4 * pi * k * ri * ro) = Delta T

5 * (.08-.02) / 4 * pi * 2.3 * .02 * .08 = 6.48 Degrees K

So if it is cooler than -6.5 C (~20 F) and the wind is blowing strongly it would probably stay frozen, otherwise there will probably be melting and the heat source will be able to shift (it would start melting, water would move, and the heat would start to asymmetrically heat the sphere).

You can make candle holders by filling up a water balloon part way with water, part way with air. Let it freeze on the outside, but pop it before it freezes solid. Use some sort of tool to remove the top layer, put a candle or light inside and BAM. Ice lanterns.

I don't think you would need to do this to get the balloon off, the rubber might be brittle if it's cold enough. If not, just warm up the spots where it sticks. To make them clear and shiny, you would probably need to run some water over them anyhow after they were done freezing.

A woman is browsing pinterest on her day off from work at her dead end job.

"Wow, how neat! I'm going to try that!"

She runs to the closet and grabs those old party balloons from a few years back. She hasn't had any friends over in a long time, so figures she should at least have a fun weekend for once. By herself.

The woman carefully mixes and matches food coloring to get just the right colors to match her winter lawn ornaments. She fills up the balloons, and places them in the freezer with the gentleness of a perfectionist. The neighbors are going to be amazed. She decided she would post the pictures on facebook for her girl friends to see, so that they'd know she had fun plans without them.

Several hours later the woman eagerly opens the freezer door, and at that moment is witnessed to a tragedy. Those dollar store balloons were never going to last. Several of the balloons burst sometime while freezing; the water is collected into a murky, ugly lake mess at the base of the freezer. The ones that made it out okay are disproportionately shaped like grandma's sagging boobs.

The weary woman latches the freezer door.

She contemplates the failures of her life for the rest of the afternoon.

and how, when she came home, she could only look at the pale spots and sigh, and wish she'd screencapped the Pinterest page on her aging computer with the CRT monitor because the letter in her mailbox says her internet was cut out again

and how the kids in the nice house next door wanted to make the colorful spheres too. And how they looked like the ones online and were perfectly shaped next to the paved driveway with the shiny sedan on it because they got to use the nicer balloons from Party City and the good quality food coloring that was actually what they normally used that their parents who didn't have to worry about their checkbook balance first when they went to the store bought for them

and how there was a snowstorm that night and the power went out and she just sat in the kitchen by the window in the pale moonlight drinking watery coffee trying to stay warm and looking at the colorful spheres next door, thinking about the job she didn't want to go to tomorrow but had no choice to go to because if she didn't she would be just like the pale spots of color on the lawn with the spots of rust and mud and—

—and be like a product of her circumstances. The spheres that never would have succeeded anyway, that were at mercy to the whims of temperature and sunlight and failure from the start and she, a member of the inferior working class and a victim of having to live paycheck-to-paycheck because of her circumstances, at the mercy of the forces of nature like sickness and aging and life's unfairness and having to stay mentally tough to stay afloat. She, conscious of her failures, anticipated the day she would melt too, bowing to temperature and fluorescent office lights and unfulfilled promises that had made her in the first place.

The power didn't return til the next morning.

This is an elementary school level experiment I did with my class when I was a teacher in Korea, where the ice balls could survive outside during the winter. We did food coloring and even little toys that would fit inside the balloons. Later, we melted the colored ice in some warm water and watched the colored water diffuse. The kids loved it.
