I think I know who this is, I remember reading about this guy a couple years ago, he started going prematurely bald at a young age. He decided to turn his scalp into a form of artistic expression, he has tons of these things, but sometimes he paints his head. It gets him ton of attention in the clubs.

*edit: I think I found the guys website http://www.philsays.com. Go to page 2 to see a VERY impressive selection of his works, he's also created designs on his head using acupuncture needles, coffee beans, or sprinkles.
