It's a subject with no predicate. Which you say is a sentence. The only time it's not super necessary to add a verb is in dialogue. For example:

"Jim, what are we looking for?" "A book, Cathy."

Though, this is really only used when asking a question, where the verb/action has already been stated and the subject is the only missing crucial piece of information. Even then, you can continue on and say, "We are looking for a book, Cathy" and that'd still be correct.

Do you get what I'm saying here, or are you going to continue to deny that I'm right and shamelessly appeal to denial or are you going to own up to the simple fact that you forgot a verb and that, as unimportant as it really needs to be, isn't a sentence?

If your answer is the former, then this is where I back out of the conversation.

It's also what is known as a helping verb. Am/Is/Are/Was/Were/Be/Been/Being
