Really this is another example from a different person, but more obvious. They are made through a a knitting process know as needle felting. The big give away in OP's picture is how gigantically fluffy the large one's tail feathers are. and the little one because no baby barn owl is that well developed and that tiny XD

Those are really good. I think I would have been fooled if I hadn't watched a barn owl webcam a couple of years back. The baby owl, at that size, would be covered in pinfeathers and sitting in a nest composed largely of pellets, poop, and decomposing rodents. Seriously, barn owl nests are like something from a slasher horror film.

That's a cool association, I never considered that- reality is a little more morbid, though. Those cloaks are actually made of hundreds and hundreds of ermine (stoats in winter fur), every one has snow-white fur and a tiny black tip on its tail. Some artists don't want to pant out every individual pelt, though, so just do a big white cape with spots.

The ermine represented purity, nobility, royalty, etc. A famous story being that an ermine, while being pursued by a hunter, stopped at a muddy bank and gave itself up for death rather than soil its beautiful fur.
