Is it a below ground parking garage? If so, water likes to find a "level", so it will fill the lowest lying areas first (obviously). If it's 12 ft above ground and flooded that high...well then holy shit.

Why is the water red?

There are two possibilities that I can think of.

  1. It's red diesel from a generator or heating unit (Diesel sold for heating isn't taxed, and is dyed red to distinguish it from diesel used in motor vehicles)

  2. It's the oil from a central radiant heating system for the building (The stuff that pumps through heating radiators)
