In Croatia during the 90's there is was a very low amount of fucks locally due to a poor performing exchange rate, so while the rich, top 1% did have fucks to give, most were unable to spare even a single fuck.

Fiat fucks are a real problem. Detaching feelings from giving fucks gave a few enterprising individuals a fucking blank check. In the late 90's/ early 2000's, people were giving fucks about all kinds of things they shouldn't give fucks about: furbies, tamagotchis, boy bands, your mother, the list goes on. This fuck inflation grew unchecked, like fuck kudzu, until the economy crashed in 2008 and people everywhere realized they just didn't have the time or money to give real, earnest, emotionally backed fucks. That was the beginning of the end of the fiat fuck system.

                                                              As someone who has similar reactions to such stuff, I'll point out that it isn't "no fucks given" as simply fast enough mental reactions to recognize the situation, recognize you're not in danger, and think about it rationally. You probably have the same reaction too if you're difficult to startle, for example.
