The worst I've ever had was a stern disapproving look from a mother who was out shopping with her daughter who caught me staring at her daughters magnificent jubblies.

This man's argument basically amounts to: I'm staring at your breasts because I'm biologically wired to.

Biological impulse actually explains all human behavior. It's called evolution. It literally explains the most bizarre to the most disreputable behavior, from picking your nose to eating McDonalds to murder and rape.

It has elements of the naturalistic fallacy; but the plain fact is, biological urge does not justify behavior, mostly because again, it accounts for all human behavior.

Ah, alas you fail to find the right conclusion because it resides in a blind spot you willfully embrace. Biological urges justify behavior of all kinds, one needs only to accept all biological behaviors indiscriminately to avoid the fallacy.

He's not saying that they're equatable. He's saying that all human functions, that is, everything that a person is capable of and has done, is a subset of natural functions, in that our evolutionary development has lead us to this point. As everything we've done, good and bad, is a result of nature, you can't attribute a moral value to a behavior based on its root as a biological urge, as there is no moral distinction in biological urges, as every single thing we do is technically a biological urge.

It's not to say that a glance and rape are actually equivalent, but that technically, under a value system based on the inherent good of biological urges, there is no distinction between achieving space flight and the Rape of Nanking.

Sure, and I agree that you can't have a moral system based on biological urges. Agreed.

Comparing a 'twitch' to an act that often accompanies pre-mediation (rohypnol) is unfair though. It's not an action that many people consciously/successfully control. It's the reason you saw the picture of a Professional Gamer on the front page yesterday. He was being interviewed by a large-breasted reporting sporting a revealing top and was captioned "Concentration Level: Professional Gamer".

To me it's no more nefarious as (again) nervous habits/ticks. Rubbing your hands together, avoid eye contact, ect.

Again, I agree with premise. I believe it is important to understand that the act isn't a nefarious one, and is often not planned out pre-emptively.
