There are a bunch of ingredients called hydrocolloids, such as gelatin, or carrageenan. Some are "thermoreversible" like gelatin - it will gell, but when you heat it up, it melts again. Some are "non-thermoreversible" like gellan. Gellan is pretty useful stuff - it doesn't have a flavor of its own, and it doesn't "mute" flavorings that are added to it. If I was going to try to make something like this myself, I'd start my experiments with gellan.

If the cup was a "spice cookie", I'd probably try a simple sugar+vanilla flavoring for the lining of the cup, in order to not overwhelm the coffee, and to compliment the cookie.

Since it is only a concept and not in production I figure that is a problem they have not solved. There are no details so I assume that the designer didn't worry about that and left that as an experiment for the engineers.

I'd be shocked to see Tims doing something like this. Starbucks already has a bunch of cookie-type things they sell, most of them hard as a rock and needing coffee to soften them anyway. Tims is a doughnut shop that also sells cookies. Also... Tims' espresso is pretty poor.

Actually, the mold would be the inverse of a mug. How would you make the handle if you were using a plain mug? You use a mug to make a mold, then use the mold to shape the cookie.

True, you could pack a medium sized glass with dough and then press it with a smaller glass. Now I'm thinking shortbread would be the ideal cookie for this because it's dense and stiff. Maybe royal icing for the lining? I may need to experiment...

I would want some egg or other protein in the cookie to provide a little binding - shortbread (flour+butter) can be too crumbly.

Royal icing will melt quickly in contact with the hot liquid. You're almost certainly going to need to delve into the world of molecular gastronomy... mwaahahahahahahhahahaha!!!!!

(Check out my comment here. This guide is a great introduction to hydrocolloids, which are probably the key to making the lining.)

edit: come to think of it, if the lining isn't too brittle, it might hold the cookie shell together, which would allow more options, like shortbread!

Find a pretty decent cookie recipe- maybe something dense, but light. Maybe regular old biscotti dough? Form it into a cone shape, line it with icing, and add an espresso.
