The number of months actually varies from 28 to 31 depending on which day it is. Because in the early colonial days there was a bloke named Rip Van Winkle who slept for 200 years. When he woke up he asked what the date was, assuming he'd maybe not made it home last night and his wife would be pissed. Since they said the day first, then the month, then the year, each number made his heart sink even more than the last until it broke, realizing all he'd ever loved was dead by now.

Americans, being more realistic, know that it's more likely for you to sleep for a few months after a drinking binge than for years, so in order to get oriented right from the beginning they say the month first in case they ever wake up and are in danger of having their heart shattered.
