It's an ~~isometric~~ orthographic projection. Since there isn't any perspective, parts closer doesn't appear larger. That way, you can't tell if the arm/leg moving left to right is in the front or the back, and therefore you can't tell which direction it's turning.

Freeze the gif and you'll see that the lines on the legs are switched from the woman on the left and right. You can only focus on one at a time tho, and not pay attention to that detail on the one you aren't looking at, so it looks like they are spinning the same way

Pay attention to the shadow. Think about where the light would have to be to make that shadow in each of them.

There's not really a conceivable position that the light could be in for the shadow of the one on the left to make sense. Ergo the one on the right s the true one.

The thing is, because of the shadow, there is still only one correct rotation. You only see the second foot in the shadow during half of the rotation. Given any normal lighting situation, the only time you should see the second foots shadow is when that foot is further away from you, and in perspective, closer to the ground.

The direction it appears to be rotating has to do with which side of your brain is currently more active.

Look at the (uncolored) image while thinking about something abstract, like what justice means or how to define irony.

Then, look at it while thinking something concrete, like doing multiplication or counting in primes.

I have never once seen the mind fuck that people like to talk about in this image. It's very clear to see what side of the body is what and which way it is rotating. The the picture on the left is clockwise, the one on the right is counter clockwise. The one in the middle moves at a slightly difference pace until it syncs with one picture or the other and the direction appears to switch.

The use of blue line on the up-lifted leg in the left picture gives the impression that the right leg is lifted because it fades behind the leg with the blue line on the turn, this indicates the character is spinning clockwise. The image on the left, with the red line on the uplifted leg, has the red line overtake the blue on the turn, indicating that the left leg is lifted and that the character is turning counterclockwise. The middle image, without any perspective on which leg is overtaking which, has no independent indication of the direction of rotation and will be initially be interpreted by the mind to follow which image was last focused on. With some mental effort (or by covering up the outside images) you can focus only on the middle image and make her spin whichever direction you choose.
