I imagine it wouldn't be difficult to reproduce. Ethical issues aside, just mount a fake skull to a stick, brace it from underneath, mount it to the wall, cover the whole thing in a cone of wire or aluminum window screen, then glue scraps of paper to it with a hot glue gun. If people can wall-mount 50" televisions, you can figure out how to wall mount a plastic skull.
