The story behind this photo, iirc, is actually kinda sad. It was a KKK protest or something, and this cop has the bad fortune to be assigned to it. The little kid went up to him because he was fascinated by the shine on the shield. The cop let him because the kid was too young to know what he was protesting.

I used to go to school down the road from the houses of parliament, and I'd see some pretty fucked up protests from white supremacy, homophobia, or the weird anti-women groups (I remember hearing the word 'kitchen' a lot), and the worst were the little kids that they dressed up like walking billboards and taught to chant hate speech. It was really sick.

An early age encounter like this has the potential to change things for the child. If the officer is nice to the child and realizes that the child has no idea what is happening, which seems to be the case, the child might form a very positive view of people of a different race.
