It happens once a year, it's no more significant than an 8x11 pixel icon, and it's nearly as significant as karma (i.e. it doesn't matter at all). It's a Reddit novelty that I think is fun and harmless.

You take the original gif, and you open it in Photoshop. This opens all the frames and allows you to add anything to each or all. Then you put in an upvote arrow and move it around for each frame to where you want it.

It takes time to do it properly, but sometimes it's worth it.

In this case I don't think it was done properly... but who gives a shit anyway.
