I've always heard that it simulates a lick - like how the mother cat licks its babies to clean them, a pet on the head feels somewhat like that. It's a way of taking care of the ones you love, so that's why cats will lick each other if they're friends and why they enjoy being petted.

That looks like a very pissed off wild hedgehog that someone brought into their house to annoy. It could be anywhere in Europe, Asia, Africa (though unlikely based on the coloring), or even New Zealand.

When hedgehogs are frightened or angry, they ....raise their quills into a defensive posture. If the hedgehog wasn't pissed off, the cat wouldn't get any scratching from it, as the quills would be laying flat.

Not for most people. They're exotic animals still. They have a lot of specific care requirements. A lot of the info on how to take care of them out there is outdated and dangerous. I take in unwanted hedgehogs from people who got one without knowing what they were getting into. The sidebar links in /r/hedgehog have a lot of good information.
