In some cultures if you throw a shoe at someone it is a huge sign of disrespect and I believe even hatred. Shoes are pretty gross so if this is true it makes sense to me. I am not going to say how I felt about Ol' W, but in the "shoe deliverers" head, he probably believed the man up there to be a war criminal.
