This was at some kind of event they were posing for a picture. If I recall correctly at least one person was seriously injured. It was on reddit a few months ago but I'm too lazy to find a source.

It was a wedding party in Czechoslovakia:

July 8, 2010 (CTK) - Seven wedding guests, including the bride, were injured when a little wooden bridge collapsed at the Aichelburg forest castle near Horni Marsov this afternoon.

I have seen the picture before (years ago) but I have never seen the mention of bible camp before. I would be skeptical about that being the origin.

It's not meant to be funny in this context. It was meant to show that no god could exist that would allow people to get hurt at a camp made in honor of the very same god. It is a mockery of religion, not a mockery of the people that got hurt.
