Yes. "Storm cell" is a bit vague, as they are present during tornadoes. (obviously) The part that we think is a tornado in this picture is actually probably the gust front of a mesocyclone (a mesocylone is a persistently rotating updraft. Look at the upper part of the photo to see it). Interestingly, tornadoes usually only occur when a persistent mesocyclone is present (supercell). In this picture you can tell the object is a shelf cloud (gust front) based on the fact that the slope of the cloud is facing away from the rain. Wall clouds only form because the dynamic lifting is so strong that it literally forces rain cooled air back into the updraft, causing it to condense at a lower altitude than the rest of the air (Clausius-Clapeyron Equations states that colder air can "hold less water vapor" (note I'm saying that colloquially) than warm air). So when you see a wall cloud, it will actually be sloped towards the rain, rather than away like in the original photo.

TL:DR This is actually a shelf cloud extending from a parent mesocyclone. There is no evidence of a tornado, but it is a mean looking storm. Also I'm kind of drunk but I promise all of this is true.

Depends on if you know what you're doing or not. A person trained in weather knows the risks of taking such a photo, and knows where he/she should flee if things get risky. However, an uneducated person is being 'incredibly stupid' simply by taking the picture because for all he/she knows, there really could be a tornado wrapped inside of the wall of rain that exists behind the gust front.

By "this thing" do you mean a hypothetical tornado or the shelf cloud in this photo?

If you mean tornado, then yes. If you mean shelf cloud, then no. Although you will get hit with 60mph straight line winds and some torrential rain/hail as soon as it passes over (not to mention the possibility of a tornado being hidden within that rain).

Put simply, if you're actually storm chasing, the other side of this gust front is neither the safest place to be, nor is it beneficial for you in terms of seeing a tornado, since any tornadoes occurring will likely be rain-wrapped.

Actually, this looks like a poorly defined tornado. While you are correct, the mesocyclone does not extend to the surface, this appears to. Implying that a tornado is present.

As someone who chased storms in Oklahoma for many years, I have to say that the first thing that strikes me about this image is the impossibility of determining rotation at ground level due to the obstruction of the grain bins. This is a mesocyclone, and there certainly could be contact with the ground beneath it which would therefore be a tornado. But, my guess is that this is simply a mesocyclone/wall cloud and the presence of a tornado is doubtful.

I'm from the south and moved to the Midwest about 8 years ago. I've seen three, but I'll never forget my first. I was watching TV and we (my friend from New England and I) get the weather alert that a tornado touched down and might be headed our direction. Then we get another report that it's close. Sirens start going off, and being curious guys, we went outside and wanted to see this. We get outside and it's all green and very calm. Then out of nowhere, all hell breaks loose. Shingles are being ripped off from wind, then we see the tornado. Needless to say, we didn't stay out there. It was definitely one of those, "This was a really bad idea" moments.

I can attest to this because I am originally from Charles City and remember that day. I went out with my camera and car hoping for the mesocyclone to drop a tornado. All I got were a bunch of wall clouds. I'm not a meteorologist so I can not attest that I am using these terms properly. It was taking by a friend of the family up in Orchard Iowa from her back porch. Sirens going off and everything. There were a lot of scattered super cells all around northeast Iowa.

Thank you. let me back it up and say that in this picture, the part of the "shelf cloud" (arcus clouds for weather weenies) that extend to the surface look heavily photoshopped and blurred to make it look like a tornado touchdown. Nor is it the base of the "mesocyclone". That term gets thrown around sometimes, but it simply refers to the general circulation caused by the upward momentum of rising air within a severe thunderstorm being tilted by changing direction of winds aloft (wind shear), causing a somewhat vertical rotation in the storm (defining the storm as a supercell). The mesocyclone itself is hardly visible from the ground until it produces a funnel cloud or an on-the-ground tornado.

In this image, we see a low shelf cloud, which is a broad circular cloud base which extends down from the leading edge of a thunderstorm. The shelf cloud usually heralds the arrival of the "outflow", or the horizontal rain-cooled winds caused by a downdraft of air out from the thunderstorm's base which hits the ground and spreads out in all directions. The shelf cloud itself is a byproduct of this sinking cold air meeting the warm air out ahead of the thunderstorm. Here's a good zoomed out view of a shelf cloud and the turbulent clouds and rain column behind it

And the meso can be highly visible, especially in LP (low precipitation) storms.

Also, outflow doesn't spread out in all directions, you're thinking of a microburst.

Storm chaser here. This is a a shelf cloud. You usually see types of clouds on the leading edge of a thunderstorm. Usually a line of storms. These can pack a punch and produce winds over 60 mph once it passes you.

I see things like this and I am like 'yes,yes, it looks like a thing' as i live in a place that has no real extreme weather patterns at all. Except fire.....fire is some what an issue here. We can get fire storms so bad sometimes that they make a fire tornado of sorts.

You should just look up: Down bursts, two vortex tornadoes, and there's tons of pictures by storm chasers/random people of amazing wall clouds, freak shelf clouds, and more. But yes as many have said that isn't a tornado. Weather is amazing.
