Heck, even making your children dress up in the way you want, instead of letting them dress up as what they want, is child abuse.

(Perhaps those kids really wanted to dress up like that, but I kind of doubt it.)

Ever think the child might like it? I mean I don't know if that child in particular watches the show (I hope his parents don't let him) but maybe he likes dressing up/going all out like that? When I was little I'd love it when my mom or a friend's parent would do crazy makeup effects on me for halloween, even if I had no idea the background of what I looked like, as long as it looked cool in the end I was happy.
