Former ref here, but admittedly stymied as to how the call would go. This is clearly kicks from the mark after regulation/overtime since the keeper did not even consider a rebound being kicked in. Big question, when is the play officially over? Is it when the ball comes to complete rest? I need to dust off my set of FIFA laws!

Would the ref typically whistle in this situation? I saw a goal in a professional hockey game where a team scored after the play should have stopped (puck hit the netting above the glass and bounced back in the rink) but since the ref never blew the whistle the goal was upheld. Sucked for the team since the ref made an error but apparently the play is "technically" not over until the whistle, whatever actually happened on the ice.

I know stoppages are really different in soccer so maybe this doesn't apply, just curious if it might be a similar situation.

I don't see why this is has to be any more challenging than the keeper getting a touch on the ball and it going on off their glove. It's a goal. It's staggeringly obviously a goal. And that's the first time (in >30 years) I've ever heard anyone refer to a "play" in football... are you sure you're a ref in the right sport?!

Well, those rules might not agree with the laws of nature. According to the Heisenberg Uncertainty principle, if it's completely at rest, then you don't know it's position (so it could be in the goal), but if you know it's position then you don't know if it's still moving.

Just because the goal keeper touched the ball, does not mean it's out of play.

It has to either 'Stop', 'Be firmly within his grasp', or 'Out of play'.

Even when I played as a kid, one thing that was drilled into our heads about Goal Keeping was "That ball is NOT out of play until it is in your hands. If it isn't in your hands, it's a threat. You dive on that ball, you hold onto it with both hands, and you double, triple check to make sure it doesn't go over that line."

My brother has been a goalkeeper for 20 years, including Div 1 NCAA and semi-pro. He has never seen anything similar happen.

I played goalie in a rec league for 5 games before this happened to me. I blocked a penalty kick with my arm, and the ball spun back into the goal. It was torture, because I was on the ground from diving and could see the ball rolling back into the goal- but couldn't get over to stop it.

Could that possibly because his tactic for stopping the ball is different from yours? For instance he might be better at placing his arm in the center of the ball(or in a position that decreases the chance/speed of spin) compared to you(since i'm guessing the ball popped up then rolled back on you in as in the video). I'm sure even the smallest change can result in a larger effect.

I don't think this one would count as an own-goal. If you get your hands on a shot (as the goalie) and it goes in, it still counts as the shooter's goal.

Not an own goal in the gif however. This was a penalty shoot out (you can tell even from the gif, because if it wasn't the striker could have scored on the rebound). The only people who can legally touch the ball are the striker and the goalie, and the striker claims the goal.

Don't know if the rule has been posted correctly yet but apparently if shouldn't have stood because in a penalty shoot out the penalty is over when the forward momentum of the ball ends. So a soon a the keeper stops it, the penalty should have been counted as saved

No.

The play was over when the ball stopped its movement towards the goal by the keeper initially stopping it. Its a kick in extra time and is different than a penalty kick because the play is just the one strike, and the one stop. After the ball is stopped the plays over so it could have rolled into the other goal and it wouldn't have changed the fact the ball was dead when the keeper stopped it.
